Shannon was raised by her mother Marie Norris who is a teacher and Ed DePuy, a commissioner in Leon County. She went to an elementary school located in Tallahassee, Florida; after which she enrolled at Florida Christian High School.
Upon graduation in 1988, Bream had the ambition of becoming a journalist, but her parents weren’t in support which led her to study business at the Liberty University located in Lynchburg, Virginia. While at the University, Bream was crowned Miss Virginia during the 1990 Miss Virginia beauty contest. She emerged winner of the 1995 Miss Florida pageant and also finished fourth in the Miss US Pageant held in the same year. Soon after her graduation from Liberty University, Bream enrolled at Florida State University College of Law graduating in 1996. She completed her internship with Bill McCollum, a Congressman representing Florida in the US House of Representatives.
